My son's tantrum

My question is about my 4-year-old son's tantrums. Particularly the ones where he can't seem to move on from an idea. For example 'I just want to build a road' or 'I just want 2 biscuits'. Literally, nothing moves him on from this thought, not explaining, bribing, yelling, counting to 3, attempting his calming deep breath. Which he usually can do, but during these 'i just' times he says that he can't.

After some advice, guidance, and possible exercises.
